How we test web hosting services

Our team has conducted hands-on testing on 20+ web hosting services. We sign up for each service and deploy a real test website before formal testing begins, giving us a baseline to measure performance against.

Then, we evaluate each provider across seven categories:

  • Performance (30%): We run page speed tests across three geographic locations, monitor uptime for at least 3 days, and conduct stress tests to measure how each host holds up under load.
  • Capacity (24%): We assess the maximum storage and monthly visits available across plan tiers, and verify how frequently automated backups are created.
  • Editor's score (11%): We evaluate the overall experience of using the platform, including dashboard quality, onboarding, accuracy of marketing claims, and reputation signals from Trustpilot, G2, Capterra, and Reddit. We also note any history of concerning practices, such as price hikes or security incidents.
  • Features (10%): We check which tools are bundled into standard plans, including free SSL, CDN, staging environments, email hosting, migration support, and a website builder.
  • Security (10%): We verify whether the host includes malware scanning and removal, DDoS protection, and a firewall on standard plans.
  • Value (10%): We compare introductory and renewal pricing and check whether a money-back guarantee is offered.
  • Customer support (5%): We contact support directly and assess the number of available channels on standard plans.

We retest all web hosting services at least once a year. To learn more about how we test, read our full web hosting testing methodology here.

What we liked

Well-organized interface: Hostinger's web hosting management dashboard is well-designed. Performance metrics such as server speed and storage usage are available as soon as you log in. More advanced insights are available in the dedicated analytics tab. You also get the proprietary hPanel control panel, an AI website builder for WordPress, and the Softaculous auto-installer for one-click CMS installs.

Great performance: Our speed tests recorded impressive server response times, with a near-perfect performance score. We recorded fast average loading times of First Contentful Paint (FCP, when the first content element loads) and Largest Contentful Paint (LCP, when the largest content element loads), as well as 100% uptime during our testing period. Google recommends FCP and LCP scores under 1.8 s and 2.5 s, respectively.

No-code tools: With Hostinger's plans, you also get access to an AI website builder for business and ecommerce sites, a WordPress-specific website builder with AI features, and the Horizons app, which can help you build and deploy web applications, with an AI chatbot interface. You also get a whole library of templates to set up complex VPS environments with Docker, Node.js, and n8n.

What we didn't like

Speed caps: While it isn't prominently advertised, Hostinger throttles websites once their monthly visitor cap is reached. Once your VPS server reaches its bandwidth quota, your website is capped at a maximum loading speed of 10 Mbps for the rest of the month. The only way to get past this limitation is to upgrade to a dedicated hosting plan.

Not PCI-compliant: Hostinger's plans do not meet the Payment Card Industry (PCI) standards. That means its VPS plans are not suitable for sites that need to process or store credit card or debit card data.

Missing tooltips: During testing, we found that while it's generally easy to use, Hostinger's UI lacks tooltips for many advanced features. This can be addressed by heading over to the knowledge base, but more contextual pointers would be helpful.

Test results

We tested one of Hostinger's WordPress hosting plans with a standard Softaculous installation. Uptime Robot recorded a 100% uptime score and fast response times. Given the strong performance scores across international locations with shared hosting, we anticipate the service will be even more responsive with a VPS hosting plan.

Star rating summary

When it comes to performance, usability, security, and support, it's difficult to beat Hostinger. That said, its limited bandwidth and throttling policy for VPS plans concern us, and its lack of PCI compliance makes it unsuitable for some use cases. There are also many competitors that offer a pay-as-you-go approach instead of forcing you to upgrade your plan.

Hostinger earned a perfect star rating of 5.0 because of its user-friendly interface, affordable pricing, and complete package of features for new business users.

Hostinger received its lowest score in the value and capacity category because it has a low monthly visitor cap, so it's best for small- to medium-sized businesses.

Bluehost
  • Popular WordPress platform with good security features and affordable plans
  • High-quality tools for first-time WordPress users
  • Low renewal costs provide long-term affordability

What we liked

Transparent pricing for small businesses: Bluehost uses flat-rate pricing on its VPS plans, so small business owners won't be surprised by bandwidth overage charges. By including unmetered bandwidth and on-demand resource scaling in its plans, Bluehost helps you start small and only pay more when your business actually grows into it.

Low renewal costs: Some hosting services offer steep introductory discounts only to raise prices significantly on renewal. Bluehost's renewal pricing remains manageable, which is valuable for small businesses planning more than a year or two ahead.

WordPress-focused tools: Most small business websites run on WordPress, and Bluehost is one of the few VPS hosts that has built its platform around that use case. You get high-quality onboarding tools, WooCommerce compatibility, and a familiar environment without needing a developer to get started.

Bluehost site setup

What we disliked

Self-managed plans can be overly technical: Bluehost's self-managed VPS plans don't include a control panel out of the box. cPanel must be installed separately, which can be costly and complex for small business owners who aren't developers.

For better ease of use, services like Hostinger include cPanel access and guided setup.

Email not included with plans: The absence of included email hosting creates an extra cost for small businesses. Setting up business email through Google Workspace or another provider is an additional step that owners or lean teams may not anticipate when signing up.

Bluehost received a near-perfect star rating of 4.9 due to its reliable performance, comprehensive security features, and variety of customer support options.

What we liked

Lowest starting price: IONOS is the most affordable entry point of any VPS provider we tested. Plans start at $2/month on a 3-year term, and even the VPS S (2 vCores, 2 GB RAM, 80 GB NVMe) comes in at just $3/month — making it a genuine bargain for users who need a lean, reliable server on a tight budget. Crucially, that low price still includes NVMe storage, unlimited traffic, and a 99.99% uptime SLA with no caveats.

Scalability: IONOS offers six VPS tiers ranging from 1 vCore and 1 GB RAM all the way up to 12 vCores and 24 GB RAM. That range gives you room to start small and scale vertically as your project grows, without needing to migrate to a different provider or sign up for an entirely new service.

Linux and Windows support: Unlike some budget hosts that limit you to Linux, IONOS supports both Linux distributions (AlmaLinux, Debian, Rocky Linux, Ubuntu) and Windows Server 2022/2025. This makes it a practical choice for developers who work across operating systems or need a Windows-based VPS for specific applications.

IONOS dashboard

What we didn't like

Support scope at entry-level: IONOS has won multiple Customer Service of the Year awards and offers 24/7 expert support, but its VPS support scope is tiered: at the entry-level price, you're expected to handle most server administration yourself — OS updates, software configuration, and security hardening are on you. If you're coming from managed hosting, the hands-off model can take some getting used to. Think of it as the trade-off for paying industry-low prices.

Control panel costs extra: IONOS includes its own Cloud Panel for server management, but if you prefer a traditional GUI-based control panel like Plesk, that's an additional $6/month. For users who aren't comfortable managing a server via command line, this is worth factoring into your total cost before comparing IONOS's headline price to managed-panel competitors.

PROMOTION: Save Up to 59% on 1st Year
  • Crushed all performance tests with 100% uptime and fast page load times
  • Intuitive setup process takes minutes to launch a new site
  • Exceptional customer support with fast response times

What we liked

Beginner-friendly server management: Namecheap offers full root access for developers, but its server management system is very beginner-friendly, with multiple operating systems and managed services to choose from. You can also choose between cPanel and Webuzo, for example, which is great for both experienced users and beginners.

Enhanced security: Namecheap offers regular backups, firewall protection, and dedicated IP addresses across all its VPS plans. If security is a particular priority, you can also pay an additional $10/mo for a VPS server management upgrade, including the ModSecurity web application firewall and Namecheap's own server monitoring service.

Server management options: Namecheap offers three levels of VPS management: Free, Basic (+$10/mo), and Complete (+$25/mo). The free plan includes initial VPS setup and support, with paid options for maintenance. Basic and Complete add security enhancements, vendor updates, and monitoring with proactive responses from the hosting provider.

Namecheap free SSL

What we didn't like

Additional hosting panel costs: While the base price is attractive, additional charges for your chosen hosting panel can add up. A basic subscription for the Webuzo panel adds $2.88/mo to your plan, while cPanel pricing starts at $16.88/mo for solo users. That's a lot to pay for something that's standard with many competing web hosting plans.

Limited resources on entry-level plan: Namecheap's entry-level Pulsar VPS plan is rather thin, with 2 CPU cores, 2 GB of RAM, and 40 GB of storage, so you may find you need to upgrade to the mid-tier Quasar plan soon for more dedicated resources.

Test results

Namecheap's performance scores were particularly promising in our tests. On a shared WordPress hosting plan, it earned a high average performance score. Everything loaded smoothly for us with no noticeable delays, and there's no indication that Namecheap has compromised on its virtual servers. Uptime was consistent at 100%, server responses were quick, and the servers passed our stress tests with flying colors.

Star rating summary

Namecheap is a great option for those looking for an affordable VPS entry point. That said, we do think they could do a better job of communicating the practical subscription costs more transparently. You may end up paying extra for services like hosting panels and security upgrades that you might think would be included with the VPS plan.

Namecheap earned a perfect star rating of 5.0 because it offers an intuitive setup process (especially for beginners), a variety of hosting types and security features, and reliable performance.

Namecheap's managed WordPress plans are fairly priced, but it doesn't offer integrated AI tools.

What do you sacrifice with cheap VPS hosting?

Budget VPS plans offer genuine value, but it helps to go in with clear expectations. Here are the most common trade-offs to know before you sign up.

More self-management. Most cheap VPS plans are unmanaged or lightly managed — OS updates, software installs, and security patches are on you. If you're not comfortable at the command line, look for a managed option (Namecheap offers this) or budget for a management add-on.

Modest entry-level resources. Entry-level plans typically start with 1–2 CPU cores and 2–4 GB RAM. That's plenty for personal projects, staging servers, or low-traffic sites, but you may find yourself upgrading sooner than expected if traffic picks up.

Basic support tiers. Budget hosts generally offer chat or ticket support rather than dedicated account managers. Hostinger is a standout here — averaging sub-2-minute response times — but routine server administration is still your responsibility.

Bandwidth policies vary. Hostinger throttles servers to 10 Mbps once you hit your monthly bandwidth quota, which is worth knowing if you're running a high-traffic site. IONOS and Bluehost both offer unlimited or unmetered bandwidth with no throttling — a meaningful advantage for high-traffic projects on a budget.

No PCI compliance. None of our picks are PCI-compliant, meaning they're not suitable for directly storing or processing payment card data. For ecommerce sites, route payments through a compliant processor like Stripe or PayPal.

How much does cheap VPS hosting cost?

According to our web hosting survey, 8 in 10 respondents cited web hosting cost as the most important factor when choosing a web hosting provider.

Most cheap VPS hosting plans start between $2–$10/mo on introductory pricing for longer-term commitments, though renewal rates are typically 1.5–2x higher once your initial term ends. The four providers in our lineup all fall in that range — see the comparison table above for current entry-level prices. Keep in mind that introductory rates usually require a 1–3 year commitment paid upfront; month-to-month pricing is noticeably higher across all four providers.

Managed hosting plans with VPS servers can cost $10.00-$50.00/mo, while unmanaged VPS plans with the same hardware resources can cost $5-$25/mo.

Between hardware configurations, operating system updates, security concerns, and resource monitoring, VPS hosting can be demanding to manage, so it is worthwhile to pay a premium to have the host handle maintenance and upkeep for you.

If you've got IT support in your organization, or if you're confident in your own skills as a web admin, though, you can save money with unmanaged services. You'll also retain full root access to your virtual server, making customization easier.

We recommend cheap VPS hosting for setting up personal servers, like for Discord bot hosting or Minecraft server hosting. Learn more in our step-by-step guide.

Bottom line: The best affordable VPS hosting solutions

Hostinger is our pick for the best cheap VPS hosting provider today, thanks to its pricing and the value it delivers with its plans. It's also very beginner-friendly, though it imposes speed caps if you exceed your monthly bandwidth limit.

IONOS is the pick if price is your primary concern. Its plans start as low as $2/month with unlimited traffic and a 99.99% uptime guarantee, though server administration is largely self-managed. FAQs

Who offers the cheapest VPS hosting?

We rate Hostinger as providing the best cheap VPS hosting today. It offers VPS hosting at $6.49/mo, with an easy-to-use interface and a range of AI tools. If you particularly prioritize support, you might also consider ScalaHosting.

Can you get cheap VPS hosting with cPanel?

Yes, cPanel is available with cheap VPS hosting, but it typically comes at an added cost. Most VPS providers don't include cPanel for free: cPanel's own licensing fees mean hosts usually charge extra for it, often $10–$20/mo on top of your base plan price. For example, Namecheap offers cPanel as an add-on starting at $16.88/mo.

If managing your server through cPanel is a priority, it's worth factoring in that cost when comparing plans. Some providers offer free alternative control panels; for example, Hostinger uses its own hPanel, and ScalaHosting offers SPanel, which covers most of the same functionality at no extra charge.

What can you use cheap VPS hosting for?

Cheap VPS hosting is suited to tasks that require more resources than a typical shared hosting plan. This includes things like large ecommerce stores, content-heavy websites, game servers, and more complex web apps.

Can you get free VPS hosting?

No. Most reputable web hosts do not offer free VPS hosting plans, given the cost of hardware and maintenance that comes with these servers.

However, reputable VPS providers like Hostinger, Bluehost, IONOS, and Namecheap offer a 30-day money-back guarantee. If you need a simple hosting solution to run an app or website and don’t want to pay for premium VPS hosting, shared hosting plans may be a better option.

When should I upgrade from cheap VPS to a dedicated server?

A cheap VPS is a great starting point, but there are clear signs it's time to move on: consistently maxing out your CPU or RAM allocation, seeing performance degrade during traffic spikes you can't control, or needing custom server configurations that a shared environment won't allow. When you hit those walls, a dedicated server gives you exclusive access to all hardware resources with no neighbors to compete with. For a full breakdown of what to look for, see our guide to the best dedicated server hosting services.
